But independent city councillor Johnny Hayes set up a crowdfunding campaign to bring a judicial review to protect the tower from the £2.5m proposal he described as a “bad joke”.
Mr Hayes said the authority’s decision was “deeply flawed”, adding: “The idea of a shop, café and visitor centre sticking into the mound and into the Eye of York is unbelievable.”
